The Appellate Division of the New York State Supreme Court has ruled that local "good cause" laws are superseded by state law, overturning laws passed in Poughkeepsie, Kingston, Newburgh, and Albany, placing tenants in those localities back in jeopardy and throwing the struggle for basic tenant protections to the state legislature.
