European Court of Human RIghts has ruled Macedonia violated the rights of a German citizen when he was turned over the CIA

The seventeen judge panel of the European Court of Human RIghts found Macedonia had violated the European Convention on Human rights prohibition against torture and inhumane or degrading treatment and award Khalid El-Masri $78,000.  This marked the first time that the CIA activities against detainees was formally declared 'torture.'
