A coalition of parents and advocacy groups have asked the US Department of Education to investigate whether New York City Education Department discriminates against students of color.  WBAI's Jose Santiago spoke to Jose Perez of the Puerto Rican Legal Defense and Education Fund, who filed the complaint along with a host of other groups including the NAACP.
