Although crime in the City is at historic lows, domestic violence persists. The New York City Council under the leadership of Helen Rosenthal, Chair of the Council's Committee on Women, put forth bills including one which requires the Office of the Civil Justice Coordinator to establish programs to provide victims of domestic violence with full legal representation in divorce proceedings in civil supreme court.
