NYCHA Chair Shola Olatoye
"I feel like I'm sleeping outside and crying yourself to sleep because it's so unbelievably and painfully cold in your room," says a NYCHA tenant. She is one 323,098 New York City Housing Authority residents who have had no heat and/or hot water this winter. That’s 143,000 of NYCHA’S public housing units out of 175,000.

This week, the New York City Council's Oversight and Investigations Committee held a hearing into the causes of the crisis. Council Members drilled down into systemic failure at NYCHA in search of solutions. Tenant organizers who suffered from no heat and hot water shared their opinions on how to fix the agency. Some questioned the chain of command responsible for failing so many New Yorkers.
