Municipalities from coast-to-coast are facing looming budget deficits.  Some councils are filing for bankruptcy to survive like Stockton, California, Central Falls, Rhode Island and Harrisburg, Pennsylvania.  

The City of Newark has it own deficit problem but Municipal Council members don't think Mayor Booker's plan to create a Municipal Utility Authority will solve its debt problem and are speaking out like Member-at-Large, Mildred Crump.
