Tuesday afternoon the New York Council passed two controversial housing bills, ZQA, Zoning for Affordability and MIH, Mandatory Inclusionary Housing.
During the vote, Council Member Inez Barron voiced opposition. She voted no and was cheered by housing activists in the gallery. Then Council Member Margaret Chin voted aye and as she began to explain her vote, activists disrupted the proceedings.
