Even though Indian Point has a large number of radioactive leaks and shutdowns compared to industry averages, the Nuclear Regulatory Commission continues to let the company operate. 

Why doesn't the Governor Cuomo just shut down Indian Point? Tim Judson with NIRS, the Nuclear Information and Resource Service says he may not have the legal authority to do so.
