WBAI/Pacifica Governance

The Pacifica Foundation was launched by pacifist Lew Hill in 1949 with the first ever listener funded radio station - KPFA, Berkeley. The Pacifica Mission called for radio that would foster understanding amongst nations and individuals, encourage creativity, and promote innovative, uncensored distribution of news.

In 1960, WBAI 99.5 FM in New York joined Pacifica when philanthropist Louis Schweitzer gave the station to the network, which now has 5 radio stations (the other four are in Berkeley, Los Angeles, Houston, and Washington, DC) and more than 50 affiliate stations across the U.S.

The Pacifica Foundation is a California non-profit corporation. Its governance procedures are laid out in its bylaws and Articles of Incorporation (which includes the Mission Statement). The board of directors, referred to as the national board, has fiduciary responsibility over the network. On and off over the years, there have also been local station boards with varying degrees of responsibility that were to work with the national board.

In December 2001 a settlement agreement was reached with regard to several lawsuits that had been brought against the then Pacifica National Board. The suits were filed by Pacifica listeners, various Local Advisory Board members, and several National board members charging the board with taking Pacifica away from its mission and other illegal activities destructive to the network.

The settlement mandated that an interim Pacifica National Board composed of people from both sides of the conflict revise Pacifica's bylaws. The new Pacifica bylaws were required to establish membership status for listener-sponsors and station staff along with a process for network-wide elections of somewhat empowered Local Station Boards in the 5 listening areas. After an extended period of discussion, debate and drafting, the new bylaws were adopted in September 2003. The first elections for Local Station Boards under these bylaws were held in January-February 2004.

INITIATIVES

The employment unit engaged in the following broad outreach initiatives in accordance with various elements of FCC Rule 73.2080(c) (2):

Participated in at least 4 events sponsored by organizations representing groups present in the community interested in broadcast employment issues, including conventions, career days, workshops, and similar activities.

Provided individuals in the community with information regarding the type of programming offered at WBAI with regard to environmental, global, and sustainability Issues. For example: weekly programs such as Global Movements Urban Struggles and EcoLogic, and daily programs such as Wake Up Call and Talk Back all cover global environmental issues:

Jobs Justice Climate, Mon Sept 21 6-8:30 PM, New York Society for Ethical Culture – creating Green Jobs.

Green Works NYC, Produced a series of green economy and workforce development forums. July 26, 2009, 12 – 5:30 PM. New York Academy of Sciences conference Center. With the Communications Coordinating Committee for the United Nations, Battery Park City Authority, Earthventure Capital, LLC

Training for Transition, May 15, 16, 17, Union Theological Seminary – Provided topics ranging from climate change to the economy to transitioning away from fossil fuels.

 

Global Water Campaign, Regenerative Culture, and Urban Sustainability Leadership Training, Sierra Club, NYC

Established an internship program designed to assist members of the community to acquire skills needed for broadcast employment.

AARP

Provides an ongoing program for Seniors to train and participate in various office technologies and radio production.

Established training programs designed to enable station personnel to acquire skills that could qualify them for higher level positions.

WBAI Producers’ Guild conducted workshops to discuss and learn how to leverage 21st Century technologies and become relevant to today’s online audience. Workshops are open to all WBAI producers, paid and unpaid, whether they are members of the Guild or not as part of the Guild’s mission “to bring together individuals with a common purpose to again make WBAI a vital resource for the New York metropolitan area and beyond”. August 25/26, 6:30-8:30 PM, 2009.

Established a mentoring program for station personnel.

Station Operations Director conducts full staff meetings reviewing professional techniques in broadcast engineering. He also brings in an outside engineering professional for training engineering personnel.

Program Director introduced an experienced and certified radio production producer providing station personnel with technologies for advanced production techniques as well as systems analysis and design.

Bloomsday broadcast provides mentoring for young (and old) theater professionals in radio performance.

Catradio producer along with other programmers mentored a music student, Catherine Carter, in arts broadcasting

Participated in at least 4 events or programs sponsored by educational institutions relating to career opportunities in broadcasting.

News Director sources interns for the news department from educational institutions.

Wakeup Call sponsors interns from local educational institutions and provides training for students on radio production.

 Other producers sponsor students from local and other institutions providing actual work experience in radio production. One producer provides train for young women whose origins are north and northeast Africa.

Single Parent Resource Center, Inc. Youth Leadership Program.

Provided special training in radio broadcasting for teenagers along with orientation and discussion of jobs in radio including technology/engineering, on air hosting, research and writing and production. Continued with actual sessions where teenagers experienced on air hosting and engineering in a professional recording studio. November 11, 2009 12:00 PM – 6:0

 

 

Provided training to management level personnel on methods of ensuring equal employment opportunity and prevent discrimination.

Pacifica Foundation provides the following online training: Sexual Prevention for Managers and Building a positive work environment through Pacifica Foundation University at: HYPERLINK "http://learning.syntrio.com/KPFK/"http://learning.syntrio.com/KPFK/

Provided training to personnel of unaffiliated non-profit organizations interested in broadcast employment opportunities that would enable them to better refer job candidates for broadcast positions.

WBAI Radio and a producer of the HealthStyles program provided an opportunity for the Women’s Media Center to be part of an actual on-air broadcast production for a 6 week period.

The Women’s Media Center was able to provide for their trainees and staff real world broadcast experience to enhance their existing training program to mentor women in careers in broadcasting.
