Pennsylvania has found the State's recently passed Act 13 is unconstitutional.  The Act would have given oil and gas companies rights to bypass municipal zoning regulations.  WBAI's Rebecca Myles spoke to Tracy Carlucio, Deputy Director, Delaware Riverkeeper Network, one of the plaintiffs in the lawsuit.
